Saifur Rahman

IEEE Past President

Professor Saifur Rahman is the founding director of the Advanced Research Institute at Virginia Tech, USA, where he is the Joseph R. Loring Professor of Electrical and Computer Engineering. He also directs the Center for Energy and the Global Environment at the university. He is a Life Fellow of the IEEE and an IEEE Millennium Medal winner. He was the president of the IEEE Power and Energy Society (PES) for 2018 and 2019.

He is the founding editor-in-chief of the IEEE Electrification Magazine and the IEEE Transactions on Sustainable Energy. He has published more than 160 journal papers and has made more than 600 conference and invited presentations. His h-index is 64 with over twenty thousand citations.

In 2006, he served on the IEEE Board of Directors as the Vice President for Publication Services and Products. He is a distinguished lecturer for IEEE PES and has lectured on renewable energy, energy efficiency, smart grid, energy internet, blockchain, and IoT sensor integration in more than 30 countries.

He is the founder of BEM Controls, LLC, a Virginia (USA)-based software company providing building energy management solutions. He served as the chair of the US National Science Foundation Advisory Committee for International Science and Engineering from 2010 to 2013. His research at Virginia Tech has been funded by Duke Energy, Tokyo Electric Power Company, the US National Science Foundation, the US Department of Defense, the US Department of Energy, and the State of Virginia. He has a PhD in electrical engineering from Virginia Tech.

Amir H. Delju

Senior Scientific Officer, World Meteorological Organization

Mr Amir H. Delju is the Senior Scientific Officer in the Climate Services Division of the World Meteorological Organization (WMO), for nearly 21 years. He is a WMO-designated contact point for UNFCCC.

His field of study is Meteorology and Climatology and he carries broad knowledge in the interdisciplinary application of climate science in adaptation, human-environment interactions and sustainable development.

Mr Delju is also a lead auditor in quality management systems who works on the standardisation of climate data and services for their compliance with the WMO technical standards and guidelines. He is a focal point on the Climateurope 2 project, which addresses the standardisation of climate services, among other topics.

On skills development, he organizes competency-based training courses on QMS auditing as well as the application of climate science information for adaptation planning.

Mr Delju has published several peer-reviewed papers in scientific journals and he has many climate related publications for WMO.

Erik Van Ingen

Digital Agriculture and Innovation Specialist, Food and Agriculture Organization

Erik Van Ingen works as an innovations specialist on digital agriculture through frontier technologies such as AI, blockchain, data analytics, IoT and remote sensing in the FAO Office of Innovation. He co-leads the AI and blockchain communities of practice in FAO. He coaches innovation projects in FAO on agile and design thinking methodologies.

Erik has a special interest in digital sustainability, digital public goods and private sector collaboration for the agrifood value chain on topics such as climate and child labor. Before joining FAO, he worked for 10 years in the private sector in the Netherlands and Sweden as a software architect and project leader. Erik holds a bachelor in Telematics and obtained in 2020 a master’s degree at the Open University in the Netherlands in Business Process Management and IT.

Gollestan (Sally) Radwan

Chief Digital Officer, United Nations Environment Programme

Sally is the Chief Digital Officer of UNEP. She spent 15 years working in the private sector across the technology industry in Europe and the US, before returning to her home country of Egypt where she served as Advisor to the Minister of ICT, and was responsible for developing and implementing Egypt’s national AI strategy.

Edward Kwakwa

Assistant Director General, WIPO – World Intellectual Property Organization

Edward Kwakwa is Assistant Director General, Global Challenges and Partnerships Sector, World Intellectual Property Organization (WIPO) in Geneva. He served as General Counsel at WIPO from 2004 until September 2016. Kwakwa holds an LL.B. degree from the University of Ghana, an LL.M. from Queen’s University in Canada, and an LL.M. and a J.S.D. from Yale Law School in the U.S.A.

Bilel Jamoussi

Dr Bilel Jamoussi, a distinguished engineer and diplomat, serves as the Deputy to the Director and Chief of Telecommunication Standardization Policy Department at the ITU Standardization Bureau (TSB) in Geneva. His mission includes establishing international standards to advance global connectivity and digital transformation. Previously, he was Chief of the Study Groups Department at ITU-TSB (2010-2023). Through this, he paved the way for the creation of digital payments guidelines and standards that aim to foster financial inclusion on a global scale.

Daren Tang

Director General, WIPO

Daren Tang, a national of Singapore, began his six-year mandate as Director General of the World Intellectual Property Organization (WIPO) on October 1, 2020. Prior to his appointment as WIPO Director General, he served as Chief Executive of the Intellectual Property Office of Singapore (IPOS), driving the strategic transformation of IPOS in support of Singapore’s innovation-based economy.

Between 1997 and 2012, before joining IPOS, Daren Tang held different legal positions within the Attorney-General’s Chambers and the Ministry of Trade and Industry of Singapore. In 2016, he received the Public Administration Medal from the Prime Minister’s Office Singapore for outstanding efficiency and competence in the service of his country.

Daren Tang is a graduate of the National University of Singapore (Bachelor of Law, Honors) and the Georgetown University Law Center (Master of Laws, Distinction). He also attended the Advanced Management Program at Harvard Business School. He is fluent in English and Chinese.

Anja has more than 20 years’ experience with the innovation ecosystem in relation to climate change, environment and food security. She supports green technology entrepreneurs through various projects. Anja was recently seconded to an impact-driven venture capital form focusing on transformation of the food system.

Prior to joining WIPO in 2005, she worked as a journalist in Berlin covering matters related to European health law and policy and as a researcher and lecturer at the University of Bremen, specializing in Intellectual Property Law. She holds a Master’s Degree in European Legal Studies from the College of Europe.

Claudio Cañizares

Professor, Waterloo University; IEEE Committee on Technology for a Sustainable Climate Chair

Dr. Claudio Cañizares is a University Professor, Hydro One Chair, and Executive Director of WISE at Waterloo, where he has been since 1993. His work on modeling, simulation, computation, stability, control, and optimization of power and energy systems is highly cited and recognized. He is the former IEEE Trans. Smart Gird EIC and IEEE and PES Boards’ Director, and a Fellow of the IEEE, Royal Society of Canada, Canadian Academy of Engineering, and Chinese Society for Electrical Engineering.

Yuji Maeda

Director, NTT Space Environment Energy Laboratories

Yuji Maeda received a Ph.D. in systems information science from Future University Hakodate, Hokkaido, in 2013. He joined NTT Telecommunication Networks Laboratories in 1991. He was engaged in research and development of solutions to social problems in the public sector, including natural disaster and emergency management, welfare, medical and health care and cybersecurity. He has been the Vice President of the R&D Vision Group in the NTT Research and Development Planning Department since 2018 and assumed his current position since 2020.

Jim Matthews

President, IEEE Standards Association 2024

Jim is currently the President of the IEEE Standards Association and a member of the IEEE Board of Directors (2021- 2024). Jim is a Senior Life Member of IEEE after joining IEEE while a student at Georgia Tech. Jim has recently retired as the Director of Technical Standards & Standards Policy for Corning’s global products and markets. He has represented Corning in participant and leadership roles for national, regional & global standards groups in areas including optical communications, electronic displays and mobile consumer electronics.

Philippe Metzger

Secretary-General & CEO of the IEC

Philippe Metzger is the Secretary-General & CEO of the IEC where he is responsible for their global day-to-day operations. Mr Metzger previously held senior management positions in other organizations including the Swiss Federal Office of Communications (OFCOM), ITU and the European Free Trade Association (EFTA). He is a qualified Swiss attorney and holds a Master’s degree from the
College of Europe.

Seizo Onoe

Director, Telecommunication Standardization Bureau

Seizo Onoe took office as Director of the Telecommunication Standardization Bureau (TSB) at the International Telecommunication Union (ITU) on 1 January 2023. Before his election as TSB Director by ITU Member States, he completed an over 30-year career with Japanese mobile operator NTT DOCOMO. In 2021, he became Executive Vice President and Chief Standardization Strategy Officer for the Nippon Telegraph and Telephone (NTT) Corporation and a Fellow of NTT DOCOMO, INC. From 2017, he served as NTT DOCOMO’s Chief Technology Architect and President of its subsidiary DOCOMO Technology.

Between 2012 and 2017, he served as NTT DOCOMO’s Chief Technology Officer and Executive Vice President, a Member of the Board of Directors, and Managing Director of R&D Innovation Division. Earlier, he served as Senior Vice President and Managing Director of NTT DOCOMO’s R&D Strategy Department and Managing Director of the company’s Radio Network Development Department.

As TSB Director, he heads the part of ITU responsible for the coordination of technical standards and collaborative standardization processes that enable the interconnection and interoperability of information and communication technologies (ICTs) worldwide.

Mr Onoe is committed to facilitating open and inclusive standardization processes, along with promoting digital technologies to address global issues, building a new ecosystem that reflects evolving technologies, and strengthening cooperation and collaboration in ICT standardization worldwide.

Known in the industry as “the father of LTE” (Long-Term Evolution), he helped upgrade the wireless broadband standard for mobile devices and networks. He now aims for global outreach to bridge standardization gaps, deliver the benefits of technology widely and speedily, and ensure meaningful and affordable broadband access for everyone.

Mr Onoe holds a Master’s degree in electronics from the Kyoto University Graduate School of Engineering.

Mr Onoe is married and has two children.​

Silvio Dulinsky

Deputy Secretary General, International Organization for Standardization

Since 2021 Silvio Dulinsky has been Deputy Secretary-General of the International Organization for Standardization (ISO) in Geneva, Switzerland. Previously he was a member of the executive committee of the World Economic Forum (WEF) responsible for the private sector in Europe and Latin America, as well as for the global Climate Governance Initiative.

Mr. Dulinsky held international positions in finance for the Swiss cement group Holcim and was a member of the board of directors of some of its subsidiaries. He also acted as Corporate Director of the Spanish engineering group INYPSA and has been involved in the financing and development of technology startups.

He is a member of the board of directors of the foundation “Alliance for All” in Costa Rica, supporting young mothers to fulfill their dreams.

Silvio Dulinsky has a degree in business administration from the University of São Paulo, a master’s degree in administration from IESE Business School, and complemented his leadership education at IMD Lausanne, Stanford University, and the University of Zurich.

Silvio Dulinsky has Swiss, Spanish and Brazilian citizenships. He is the father of two young adults and enjoys walking with his dogs.

Beniamino Gorini

Beniamino Gorini works in Nokia as product compliance manager and environmental standardization specialist. He has been working in telecommunication industries in various departments going through Research & Development, Quality, testing laboratories, product compliance/regulatory matters and standardization. He is currently in charge of the Environmental Compliance laboratories in Nokia Italy and highly contributes in Nokia for the standardization on Environmental matters.

For more than 35 years he has been involved in standardization bodies (i.e. IEC, ITU-T, ETSI, CENELEC) with a main focus on environmental standards, electromagnetic compatibility, power supply distributions/interfaces, safety and reliability topics for ICT products. Ilias Iakovidis PhD, Adviser, Digital aspect of green transition, European Commission, DG CONNECT.

Ilias works on maximising the positive impact of digitalisation on the green transition. He initiated the European Green Digital Coalition (EGDC) whose members have committed to work on science-based methods to estimate the net environmental impact of digital solutions supported by the European Parliament Pilot project.

Sam Daws

Senior Advisor to the Oxford Martin AI Governance Initiative at Oxford University

Sam Daws is Senior Advisor to the Oxford Martin AI Governance Initiative at Oxford University, and Director of Multilateral AI. He is a subject expert in AI governance, geopolitics and sustainability, and has spent 35 years in multilateral policy roles including serving as a First Officer to UN Secretary-General Kofi Annan in New York, and as Deputy Director (UN) in the Cabinet Office advising the UK Prime Minister on the creation of the UN Sustainable Development Goals. He has also served as an expert advisor to the ITU’s AI for Good Summit.

Guillermo Hernández

Guillermo works as policy analyst at the OECD’s Artificial Intelligence and Emerging Digital Technologies Division (Science, Technology and Innovation Directorate), where he conducts policy and economic reviews and analysis on topics pertaining to AI policy and regulation – including the AI-environment nexus.

Prior to joining the OECD, Guillermo served as policy analyst at the European Commission with a focus on areas pertaining to the digital economy. Earlier in his career, as economist at Milieu Ltd., a public policy consultancy, he worked extensively in regulatory impact assessment, sustainability impact assessment and the science-policy interface.
Mr Hernández holds a master’s degree in International Economic Policy from Sciences Po in Paris as well as a Masters in International Affairs and Governance from the University of St. Gallen.

Dario Liguti

Director, Sustainable Energy Division, United Nations Economic Commission for Europe

Dario is the Director of Sustainable Energy at the United Nations Economic Commission for Europe (UNECE). Prior to joining UNECE, Dario was the Chief Underwriting Officer at SACE, responsible for export credit, the EU Green New Deal and the guarantees under the EU Temporary Framework. Before joining SACE, Dario spent more than a decade with General Electric (GE), at the Council of Europe Development Bank and with the European Commission. His career started at Cargill. Dario has a MSc in Economics from Bocconi University and a MA in EU Law from the University of Leicester.

Mia Seppo

Assistant Director General, Jobs and Social Protection, International Labour Organization

Mia Seppo joined ILO on 1 February 2023 as the Assistant Director-General for the Jobs and Social Protection Cluster. Mia has over 20 years of experience with the UN serving in in progressively responsible positions both in the field and in Headquarters. Her field assignments include Tajikistan, Sierra Leone, Malawi, Bangladesh and Zimbabwe. During her long UN career, Mia has worked in post-conflict and peace-keeping contexts, managed UN support for complex elections and coordinated humanitarian crises and responses.

Tariq S Durrani

Maike Luiken

She is managing director, R&D, at a start-up company, Carbovate Development, and Adjunct Research Professor, Western University, Canada.
She is/has been serving on numerous Boards of Directors and Committees, including IEEE and the Canadian Standards Council Steering Committee of the Artificial Intelligence and Data Governance Standardization Collaborative.

Sneha Hegde

Dr. Sneha Satish Hegde is an Scientific Researcher and a passionate IEEE volunteer based in France, serving as Chair of IEEE DEIS Women in Engineering, Partnership Lead at IEEE YP Climate and Sustainability Task Force, and Vice-Chair at IEEE Computer Society SYP. She specializes in HVDC systems and eco-friendly materials, driving sustainable energy solutions through her work and volunteer leadership.

Surekha Deshmukh

Domain Consultant, Tata Consultancy Services

Dr. Surekha is an Energy and Sustainability Expert and at TATA Consultancy Services (TCS), she contributes to strategic industry transformation consulting engagement as a Domain Consultant. She is an IEEE Senior Member and currently a Chair of IEEE Pune Section and a member of IEEE Smart Cities, IEEE Smart Lighting and IEEE Adhoc Committee on Technology for Sustainable Climate. A political science BA graduate from the University of Geneva (Switzerland) and with an MSc in Environmental Science also from the University of Geneva, Robert started working for the City of Geneva in its Agenda 21 Office, followed with an internship at UN Environment before settling at the International Labour Organization in Geneva for some time with the RELMEETINGS department.

Robert joined IOE in 2018 and is currently coordinating its work on sustainability issues in collaboration with other organisations, partners, and national employers’ organisations who are members of IOE. He has been leading IOE’s employer delegation to the UNFCCC COP since 2019 and has led the Employers’ Group in the ILO ILC 2023 General Discussion on Just Transition. Robert is also involved in several multi-stakeholder initiatives and groups like the ILO Climate Action for Jobs Initiative, the UN Global Compact Just Transition Think Lab, UNEP’s and UNFCCC Business and Industry Major Group, and UNITAR’s SDG:Learn.

In addition to his native Croatian, Robert speaks French, English and German.

Previously, she served as an AI Specialist at the UNDP Global Gender Team, leading initiatives at the intersection of AI and gender issues. Prior to UNDP, Leona worked at the World Bank and the Organization for Economic Cooperation and Development (OECD) as an economist and policy analyst, supporting digital innovation and investment projects. Leona is a member of NYC Women in Machine Learning & Data Science and was named one of the 2024 100 Brilliant Women in AI Ethics by the Women in AI Ethics Group. She holds a Master of International Affairs from Columbia University and an Advanced Certificate in Applied Data Science and Informatics from the NYU Tandon School of Engineering.

Thomas Hanselmann

Thomas Hanselmann studied Electrical Engineering with major in communications at ETHZ during 1988 to 1993. Current Roles:
Since 2019, Nicholas has been a Senior Fellow and Lecturer at the Geneva Centre for Security Policy (GCSP), where he leads initiatives exploring the intersections between neuroscience, conflict resolution, and governance. As part of his teaching role, he shares his expertise on international negotiations, governance, and fostering cooperation in complex environments. Since May 2024, Nicholas has led the Beyond 1.5°C agenda as Associate Principal at the NatureFinance Foundation. In this role, he has been preparing organizations and systems to face the exponential consequences of a world exceeding 1.5°C above pre-industrial temperatures. By driving strategic foresight, building multistakeholder alliances, and advancing innovative methodologies, he focused on catalysing systemic change to address climate change, biodiversity loss, and global resilience.

Diplomacy & Negotiation Highlights:
From 2002 to 2017, Nicholas served as a senior Swiss negotiator, where he led critical economic diplomacy efforts. He chaired the WTO Government Procurement Agreement, overseeing its expansion by $100 billion annually and enhancing transparency, fair competition, and sustainable procurement globally. Notably, he mediated landmark agreements, including the 2008 deal between China and Taiwan and the 2011 negotiations between Russia and Georgia that facilitated Russia’s WTO accession. His ability to navigate complex geopolitical dynamics and achieve breakthroughs underscored his negotiation expertise and his exceptional capacity to deliver results in high-stakes scenarios. During the financial crisis, he also led policy reforms and investment strategies as Chairman of the WTO Pension Plan Board.

Digital Trust and Emerging Technology:
Nicholas has been instrumental in positioning Switzerland as a global leader in digital trust. As the founder of Trust Valley, a prominent multi-stakeholder platform, and a key contributor to the IDE4 Initiative and Cyber Peace Institute, he has driven efforts to advance responsible innovation and governance in the digital age. These initiatives collectively helped raise CHF 300 million for start-ups, strengthening Switzerland’s reputation as a hub for cybersecurity and the ethical deployment of emerging technologies.

Building Multistakeholder Bridges Between Global Governance, Finance, Economy, Academia, and Civil Society:
From 2017 to 2024, Nicholas served as Director General and later Deputy Secretary General for the Republic and State of Geneva’s Department of Economy and Employment. He spearheaded significant administrative reforms, developed macroeconomic strategies, and led innovative responses to challenges such as the COVID-19 pandemic. His work focused on bridging global governance, finance, economy, academia, and civil society, demonstrating his ability to foster collaboration and build resilience in complex political and economic conditions.

Nicholas is a Senior Lecturer at the Graduate Institute and the University of Geneva, where he teaches leadership, policy-making, and negotiation dynamics.
